The State Planning Commission is seeking feedback on a new practice direction that enables outline consent for aspects of development to be given ahead of submitting a full planning consent application.

The Commission sees outline consent as a useful planning tool that will provide greater certainty to an applicant at an early stage of a development, before committing substantial resources to progressing a project through a full development application.

The Commission has prepared a draft practice direction to describe the requirements and processes for applying for and assessing outline consents, as well as associated regulation changes.

It is proposed that outline consent could be sought for a Performance Assessed Development that is assessed by the State Planning Commission as the relevant authority.

A one-off application fee of approximately $6000 has also been proposed.

Feedback will be considered in finalising the draft practice direction, associated regulations and fee amendments, and recommendations will be presented to the State Planning Commission for their consideration in deciding whether to approve the outline consent assessment pathway.

Consultation is open from 26 June to 31 July.
