Expressions of interest open for State Commission Assessment Panel membership

The State Planning Commission is calling for Expressions of Interest (EOI) from suitably qualified professionals seeking appointment to the State Commission Assessment Panel (SCAP), one of South Australia’s most significant independent development assessment bodies.

Established under the Planning, Development and Infrastructure Act 2016, SCAP plays a critical role in the state’s planning system as a committee of the State Planning Commission. Its responsibilities include assessing and determining complex development applications where the Commission is the relevant authority, as well as assessing and reporting on Crown development and public infrastructure applications for the Minister for Planning.

In accordance with SCAP’s Practice and Operating Directions, the Commission is seeking to appoint a Presiding Member, Deputy Presiding Member, Ordinary Members and Occasional Members. Appointments are for terms of up to three years, with eligibility for reappointment. Additional Occasional Members may also be appointed as required.

The Commission is seeking highly experienced professionals whose collective expertise spans a range of relevant disciplines, including:

  • urban and regional planning (including statutory planning, development assessment and assessment panel experience)
  • placemaking, architecture and urban design
  • administration or leadership in urban and regional governance
  • holding a recognised or related planning qualification and have minimum of 2 years full time or equivalent experience covering at least 6 months experience in at least three of the technical skills applying to a Level 1: Assessment Manager.

All SCAP members are required to hold, or be eligible to obtain, accreditation as an Accredited Professional – Planning Level 2.

Professionals wishing to express interest are invited to submit a cover letter (maximum two pages) and curriculum vitae addressing qualifications, relevant expertise, preferred SCAP role, accreditation status, and preferred term length (one, two or three years). The Commission encourages applications from Aboriginal and Torres Strait Islander peoples.

Expressions of Interest must be submitted via email to saplanningcommission@sa.gov.au by 5:00 pm (ACDT), Friday 13 February 2026. Late submissions may be accepted at the discretion of the Chair of the State Planning Commission.
